## Summary

Leicester City Council has confirmed the award of a contract under the Provider Selection Regime (PSR) for the project titled "FEW1402 - Specialist Substance Misuse 2024/25". This falls under the Health Care Services category, specifically rehabilitation services. The contract, valued at £2,820,022.72, runs from 1 April 2024 to 31 March 2025, and is located in the UKF region. The procurement stage is in the award phase, with the contract awarded to Turning Point Services Ltd through a direct award process due to their existing provision and expertise in this field. This contract follows the Health Care Services (Provider Selection Regime) Regulations 2023, and additional related funding from OHID and ICB is stipulated to be used within the year, subject to approval by both entities.

This tender presents significant opportunities for businesses specialising in healthcare and rehabilitation services, particularly those with a focus on substance misuse. The contract is highly specialised, requiring specific capabilities that limit competition, making it ideal for companies with existing experience in similar services. Businesses that can demonstrate superior quality and efficiency in service delivery under strict regulatory guidelines would be well-positioned to benefit from similar future procurement opportunities. This direct and strategically targeted funding approach ensures a guaranteed market for specialised providers, fostering potential business growth within this niche but crucial sector.

## Notice

Turning Point are contracted to deliver a Specialist Substance Misuse Service (ASC0255) from April 2022 until March 2026 (with the option to extend until March 2029) of the total value (without an extension) of PS41m. The additional funding agreed by OHID & the ICB can only be delivered by Turning Point as they have the contract to deliver the existing substance misuse rehab service. There is no realistic alternative provider that could deliver the specific requirements associated with this funding. A direct award is being used as the contract variation value represents a total increase (including previous variations) below 10% but is above PS500k threshold, creating a standalone agreement with the incumbent provider to pass the funding to our substance use treatment services. This is OHID funded which must be spent in year and spend profile agreed with OHID in advance. This direct award uses OHID & ICB funding specifically for this agenda and this funding is ringfenced and its uses have been approved by OHID and the ICB respectively for the Council's use of the funding. PSR Direct Award Process A has been used, acknowledging the existing provider for this service, and we are of the view the existing provider is the only provider in the market capable of service provision due to the nature of the service.
