## Summary

The Department for Work and Pensions (DWP) has completed a procurement process for IT services under the title "HHT Affinity Group 1 and 3 - CIS PIP and CMS Migration Mobilisation." This contract, awarded on 18 August 2024, involves the provision of Customer Success Services (CCS) Engineering Professional Services by Oracle Corporation UK Ltd. The project will support high-level design activities and the mobilisation planning required to migrate hosting for the DWP Customer Information System (CIS), Personal Independence Payments (PIP), and Child Maintenance Service (CMS) from OPH to OCI hosting. The limited procurement method selected was justified on technical grounds, as Oracle's proprietary infrastructure and configuration mandated their involvement.

This tender represents a significant opportunity for businesses specialising in IT consulting, software development, and service support to engage with high-profile government projects, particularly those that involve working with Oracle technologies. Although this specific contract was awarded to Oracle directly due to unique technical requirements, similar future opportunities may arise for companies adept in legacy system migrations, cloud hosting solutions, and ERP system upgrades. Companies with a strong background in providing bespoke IT solutions in public sector projects would be particularly well-positioned to compete in subsequent tenders of this nature.

## Notice

A Direct Award Contract to Oracle Corporation UK Ltd for the provision of Customer Success Services (CCS) Engineering Professional Services to support the DWP Customer Information System (CIS), Personal Independence Payments (PIP), Child Maintenance Service (CMS) Mobilisation Planning and High-level design activity to support the migration of hosting from OPH to OCI hosting.

### Lot Information

Lot 1

A Direct Award Contract to Oracle Corporation UK Ltd for the provision of Customer Success Services (CCS) Engineering Professional Services to support the DWP Customer Information System (CIS), Personal Independence Payments (PIP), Child Maintenance Service (CMS) Mobilisation Planning and High-level design activity to support the migration of hosting from OPH to OCI hosting.

### Procurement Information

In summary, DWP has procured Customer Success Services (CCS) Engineering Professional Services from Oracle Corporation UK Ltd to support the DWP Customer Information System (CIS), Personal Independence Payments (PIP) and Child Maintenance Service (CMS) Mobilisation Planning and High-level design activity to support the migration of hosting from OPH to OCI hosting. As explained below, DWP relied on Regulation 32 to award contract directly to Oracle Corporation UK Ltd. (2) (b) ii. competition is absent for technical reasons: The underpinning platform(s) supporting CIS, PIP & CMS suites are based on legacy Oracle infrastructure and bespoke products/Oracle configuration. Therefore, for these Implementation activities, Oracle is the only supplier that can upgrade and configure the Oracle product stack, migrate to an upgraded platform and provide confidence that the CIS, PIP & CMS suites in the upgraded platform are supportable and tested to ensure it successfully meets required business functional requirements. (2) (b) (iii) (iii) No reasonable alternative or substitute exists: The CIS, PIP & CMS Services relate to Oracle products which have already been procured, as such there are no reasonable alternative or substitute services available from any alternative software provider/third party. (2) (b) (iii) (iii). The absence of competition is not the result of an artificial narrowing down of the parameters of the procurement: The parameters of the procurement have not been artificially narrowed given the underlying technology infrastructure is already on DWP's estate and the required CIS, PIP & CMS Services relate to work on that technology infrastructure.
