## Summary

H M Revenue & Customs (HMRC) has planned a procurement for building, running, and maintaining the "Basic PAYE Tool and Paper Capture Tool". This initiative, classified under IT services including consulting, software development, Internet, and support, aims to assist small employers (with nine or fewer employees) in managing payroll and tax calculations. The tools support various submission requirements for payroll and tax information. The contract will involve maintaining intellectual property provided by HMRC, with potential for modernization throughout the contract duration. Interested suppliers must register their interest by 5 pm on 8th November 2024, with the tender proceedings anticipated to advance in early January 2025 across the UK.

This tender represents a substantial opportunity for businesses specialising in IT services, especially those with experience in developing and maintaining payroll software for small enterprises. Companies equipped to modernise and enhance existing software, ensuring compliance with current frameworks, would find this procurement particularly appealing. The tender has the potential to establish long-term relationships with HMRC, opening pathways for future government contracts and expanding the supplier's portfolio in the public sector. Businesses with robust development teams and capabilities in consistent software updates would be well-suited to compete for this contract.
