## Summary

Scottish Water, a public organisation based in Glasgow, has completed the procurement for an Advanced Metering Infrastructure (AMI) featuring smart water meters, networks, and data services tailored for non-household customers. The procurement initiative, identified as "SW25/INF/1494", falls primarily under the services category of wide area network services according to the CPV classification 72720000. The project is expected to commence from early 2026, aiming for completion by 2032, pending final business case approval. The selective procurement method utilised a negotiated procedure with a prior call for competition to ensure the selection of suitable partners facilitated under a framework agreement. This project follows after a successful pilot in Inverness and Orkney and seeks to substantially reduce water demand by 80 million litres per day.

This procurement presents significant growth opportunities, particularly for firms specialising in smart water metering technologies, communication networks, and data service management. Businesses adept at operating within Scotland’s diverse geography, and those who can deliver comprehensive solutions through consortium and subcontracting partnerships would find this tender advantageous. The substantial scale and complexity of the project, with a focus on effective consortium forming, makes it well-suited for large and medium enterprises with the capability to manage sophisticated network integrations and service management solutions. The initiative supports advanced technological integration, making it ideal for firms aligned with smart data management and sustainability practices.

## Notice

Scottish Water is planning an accelerated, nationwide rollout of AMI smart metering for our
non-household customers from 2026-2032, subject to final business case approval. This
initiative follows a successful pilot with approximately 3,000 business customers in Inverness
and Orkney.

The primary driver is to achieve a sustainable demand reduction of 80 million litres per day
(80MLd) through a combination of customer and network side interventions.
This programme will involve full replacement of the existing mechanical meter estate. It is
planned that Implementation will be prioritised based on water deficit areas to maximise impact,
with installations beginning early 2026.

This framework will support the nationwide rollout of AMI smart metering for our non-household
customers, the scope of which includes:
* Smart water meters for non-household customers
* Supporting Headend systems
* Communication networks
* Overall service management and front-line support

Scottish Water will also require a Meter Data Management System (MDMS), which will be
procured separately, but must integrate with the solution provided through this procurement.
Installation services are not included in the scope of this procurement.
It is expected that the successful Bidder will supply smart water meters, headend system/s and
communication networks to fulfil the requirements of the rollout. Given Scotland's diverse
geography and challenging conditions, it is anticipated that a mixed network provision will be
required to achieve maximum connectivity. Bidders will likely need to form a consortium of
partners through subcontracting arrangements to deliver the full spectrum of solutions, but we
will require a lead bidder.
