## Summary

The Mid and South Essex NHS Foundation Trust has completed a public procurement process for "Multi Speciality Insourcing" within the health services industry category. This contracting process was undertaken to meet an urgent need for insourced services to increase patient activity from November 2024 until February 2025. The procurement was conducted in the UKH37 region, and the contract, valued at £1,500,000, was awarded on 5 November 2024 to Medinet Clinical Services Limited under a limited procurement method through the NHS SBS framework. The procurement stage is at the Award stage, and the contract is active.

This tender presents significant opportunities for businesses specialising in healthcare services, particularly those with expertise in providing ENT, TNO, and OMFS clinical support. Companies that operate within the NHS framework and are capable of rapidly deploying experienced clinical teams would find this contract highly beneficial for growth. Given the urgent nature of this contract, businesses that can offer efficient and high-quality insourced medical support services will be well-suited to compete in similar future tenders. Medinet Clinical Services Limited, an SME, has been selected, highlighting the potential for smaller enterprises to engage in substantial public sector contracts when specialised expertise is required.

### Lot Information

Lot 1

Urgent insourced services required to ensure increased patient activity. Utilising NHS SBS framework to find an insourced provider to deliver an experienced clinical team to undertake ENT, TNO and OMFS activity on behalf of the Trust performing from November 2024 until February 2025. Urgent clinical services are needed to address the rise in patient demand and patient backlog. Following a review of two suppliers from the NHS SBS Clinical Insourcing Framework, the trust was able to make an informed choice on the preferred supplier for a short term solution.
Given the wait time breaches and clinical risk, the trust dud not have sufficient time to run a competitive process under the Provider Selection Regime, which is why a short-term contract (3 months) was entered into with Medinet Clinical Services Ltd.
The contract was awarded under the SBS Insourcing of Clinical Support Services framework, Framework Agreement Reference SBS10203
There are no conflicts of interest with the individuals who made the urgent award decision

### Procurement Information

The trust entered into a PSR urgent award insourcing contract to ensure it was able to meet national targets. Immediate support was required to reduce wait lists and ensure risk to patients was minimised.
