## Summary

The Foreign Commonwealth and Development Office (FCDO) is initiating a planned procurement process titled "Taskforce on Access to Climate Finance - Mauritius." This procurement, classified under foreign economic-aid-related services, is designed to address the slow, complex, and inadequate access to climate finance in climate-vulnerable countries, with Mauritius as one of seven Pioneer Countries. The FCDO aims to mobilise finance, enhance climate policy, build capacity, and manage platforms to coordinate climate finance activities. An engagement event will take place on Wednesday, 4 December at 10 am (UK time), and market input is sought for options on delivering and managing Taskforce deliverables. The procurement is currently in the planning stage with a future notice date set for 31 January 2025.

This procurement offers significant business growth opportunities, particularly for organisations specialising in international development, climate finance, and policy advisory services. Small and medium enterprises (SMEs) focusing on technical assistance, stakeholder management, and climate strategy implementation would be well-suited to compete. The project includes up to £12 million (~MUR 736 million) allocated for the Taskforce in Mauritius, with potential deliverables like the management of a Climate Finance Stakeholders Platform and the operationalisation of a Climate Finance Unit. Companies familiar with working alongside government bodies, private sector entities, civil society, and academia are encouraged to engage and explore viable delivery solutions.

## Notice

Established following COP26 Presidency's Climate and Development Ministerial in March 2021, the Taskforce on Access to Climate Finance ('the Taskforce') is a response to calls from climate vulnerable countries that access to climate finance is slow, complex and not of sufficient scale. Mauritius is one of seven Pioneer Countries which aims to address these inadequacies though a national-level structured programme of interventions. Since 2023, the Government of Mauritius and the UK, as anchor donor of the trial, work in partnership to mobilise finance, strengthen climate policy, drive capacity building and manage inclusive platforms to coordinate climate finance activities. Following a period of consultation, the Taskforce has now finalised a Climate Finance Strategy and Roadmap with up to PS12 million (~MUR 736m) allocated to the Taskforce in Mauritius. The Foreign Commonwealth and Development Office is exploring options on how to deliver and manage Taskforce deliverables and is seeking input from the market. Deliverables may include technical assistance, management of a Climate Finance Stakeholders Platform and the design and operationalisation of a Climate Finance Unit. The Delivery Partner will work closely with the team which comprises a Senior Technical Cooperation Adviser and Programme Implementation Lead (FCDO), a Strategic Adviser (consultant) and teams across Government, private sector, civil society and academia. An engagement event will take place on Wednesday 4 December at 10am (UK time). This notice is for engagement purposes only and not a call for competition at this time.
