## Summary

Leeds City Council has awarded a contract for the "Hub and Overnight Service" to St George's Crypt, with the process reaching the Award stage as of 12th November 2024. The procurement involves the provision of health and social work services in Leeds, specifically targeting the region of UKE42. This service offers accommodation and overnight support for individuals who are homeless or have been rough sleeping, addressing complex needs such as drug and alcohol dependency, mental health issues, and domestic violence. The contract was signed on 21st October 2024, with a total value of £1,034,340. The procurement was conducted using a limited method, negotiated without publication of a contract notice, due to the unique capacity and expertise of St George's Crypt in delivering these critical services.

This tender presents significant opportunities for businesses specialising in social care, support services, and accommodation for vulnerable groups. Firms with expertise in managing complex client needs and a strong local presence in Leeds stand to benefit from similar future contracts. Given the specific requirements and lack of competition identified in this procurement process, businesses with unique technical capabilities and established connections within the community will be well-positioned to compete. The continuity of care and support services provided by St George's Crypt underlines the importance of reliable, experienced providers in public service delivery.

## Notice

Provision of a hub and overnight support service. The hub element offers accommodation services and the overnight service provides support to people who are homeless or have been rough sleeping.

### Lot Information

Lot 1

Provision of a hub and overnight support service. The overnight service supports people who are homeless or have been rough sleeping. The hub service provides accommodation support services. These services provide essential support to some of the most vulnerable people in the City, men and women who are homeless or rough sleeping. They also have complex needs including drug and alcohol dependency, mental health problems, domestic violence, and safeguarding vulnerabilities.

### Procurement Information

St George's Crypt are the only provider that has the expertise, capacity, experience and local knowledge and connections to deliver the service currently, which correlates with the requirements of the provision as to a lack of competition for technical reasons. There are no concerns with the current provision which would suggest that there is any meaningful risk with entering into a new contract with St George's Crypt. They have consistently met their contractual obligations and are established key partners who have engaged with clients, commissioners, and other stakeholders with regard to service delivery for rough sleepers and people at risk of homelessness. St George's Crypt deliver the service from established premises which would be impossible to replicate within such short timescales through alternative provision. Recommissioning the Overnight and Hub service in the city provides continuity of care for vulnerable, at-risk clients and minimise disruption for the connected services within the city who support rough sleepers and those at risk of homelessness.
