## Summary

Nottinghamshire County Council, acting on behalf of Mansfield District Council (MDC), has initiated a tender for the "MANSFIELD DISTRICT COUNCIL SMART PARKING" project, under the services category. The procurement process is currently in the Tender stage with a submission deadline of 13 December 2024. The project focuses on upgrading 13 car parks, including 2 multi-storey and 11 surface car parks in Mansfield town centre, to a modern Smart Parking system. This effort forms part of MDC's Town Investment Plan aimed at increasing economic activity and footfall in the area. The contract period is expected to last for 2040 days once awarded, starting from 13 December 2024, with electronic submissions to be made via an open procedure.

This tender represents a significant opportunity for businesses specialising in car park management services, installation of parking control equipment, and smart technology solutions. Companies with experience in designing and implementing inclusive, user-friendly parking systems and those holding relevant professional memberships such as the British Parking Association are well-suited to compete for this project. Successful bidders will benefit from a substantial and long-term contract that involves significant capital works and the potential to enhance their portfolio with a high-profile public infrastructure project.

## Notice

Nottinghamshire County Council (the Council) is seeking tenders, on behalf of Mansfield District Council (MDC), As a part of its Town Investment Plan, Mansfield District Council (MDC) is investing in several projects to improve Mansfield Town Centre and Mansfield District as a place to live, work and visit. A key objective is to increase foot fall and dwell time in the town centre to improve its economic prosperity. One key project within the portfolio is the upgrading of the existing car parks in the town, towards a modern Smart Parking infrastructure. The vision is to provide Smart Parking infrastructure that is easy to use, is inclusive and uses modern technology. It will be easier and more efficient for MDC to manage. It will be a key tool in increasing use of the town centre for work, shopping, leisure and tourism. Ideally MDC wants to include 13 car parks (2 multi-storey and 11 surface) in the scope of the smart parking project. There is a limited capital budget for this project, if the budget does not cover the installation of the Smart Parking infrastructure in all 13 car parks, the priority is for the two multi-storey car parks to be completed initially. The order of priority after the 2 multi-storey carparks will be based on the capacity of the car parks from high to low. Table 3.1 in this document shows the capacity of all car parks that fall within this project. MDC intends to appoint a turnkey supplier that can design and install all elements of the required solution, and as many of the desired elements detailed later in this document. It is assumed that the project will take less than 8 months from contract commencement date. It is assumed that suppliers tendering for the project will have relevant experience. Suppliers should highlight relevant association and professional memberships such as British Parking Association.
