## Summary

The Scottish Parliamentary Corporate Body (SPCB) is seeking a Service Provider to deliver high-level building fabric maintenance at the Scottish Parliament Building, located in Holyrood, Edinburgh. This service falls under the "Repair and maintenance services" category (CPV: 50000000). The contract covers various activities, including Planned Preventative Maintenance (PPM), reactive and minor works, project change activities, and landscaping and bird pest control. Due to the building's design, much of the maintenance requires rope access, making this a high-risk activity. Interested bidders must hold Industrial Rope Access Trade Association (IRATA) Operator membership and meet cyber security requirements, including Cyber Essentials certification or equivalent. The procurement stage is in the Tender phase, following an open procedure. Key dates include the tender submission deadline extended to 20 January 2025, allowing bidders additional time post-festive break.

This tender offers significant opportunities for businesses specialising in high-level maintenance services, particularly those with experience in complex building environments requiring specialised access techniques. Companies providing comprehensive maintenance solutions, including internal and external cleaning, repairs, landscaping, and pest control, will find this tender highly suitable. The contract stipulates mandatory Real Living Wage payments and aligns with various community benefits, including employability initiatives and community support. This is an excellent opportunity for established maintenance firms to secure a long-term, high-profile contract, providing sustained business growth over the contract duration, which may extend up to 60 months beyond the initial term, with optional renewals.

## Notice

The Scottish Parliamentary Corporate Body (SPCB) requires a Service Provider to deliver high level building fabric maintenance services. This involves Planned Preventative Maintenance (PPM), reactive, minor and project change works activities to be undertaken on the high level internal and external building fabric at the Scottish Parliament Building, Holyrood, Edinburgh. The service will also include hard and soft landscaping maintenance and bird pest control. Due to the design and complexity of the building, much of the fabric maintenance is only accessible via rope access. It is considered the highest risk work activity that is undertaken on-site at the Parliament. The SPCB therefore require a specialist Service Provider, with a team based on-site at Holyrood who report directly to the SPCB Facilities Management Team. The Service Provider must hold full Industrial Rope Access Trade Association (IRATA) Operator membership and maintain this for the duration of the Contract.
