## Summary

The Lewisham and Greenwich NHS Trust is seeking to subcontract services for the provision of Urgent Treatment Centre (UTC) services in the London Borough of Bexley under the Provider Selection Regime (PSR). The tender process, classified under CPV 85121100 for general-practitioner services, involves identifying the most suitable provider to partner with the Trust. Key dates include the standstill period ending on 26th November 2024, with the intention to award notice already published. The overall contract, estimated at approximately £4 million for a minimum of 3 years, is subject to the specifications of the main contract to be issued by South East London Integrated Care Board (SEL ICB). This procurement, categorized under services, follows a limited method without prior publication of a call for competition.

This tender opens substantial business growth opportunities, particularly for organisations with expertise in healthcare service delivery, integration, and community-based health interventions. Companies experienced in working within partnership frameworks like the Bexley Wellbeing Partnership and those with a demonstrable track record in primary care innovation, reducing health inequalities, and providing sustainable, integrated services will have a competitive edge. Not–for–profit social enterprises that reinvest surplus income into community initiatives will also be highly regarded, reflecting the procurement's emphasis on social value, service quality, and innovation. This contract offers SMEs and organisations adept in collaborative healthcare delivery a unique chance to expand their service reach and impact within the community.

### Lot Information

Lot 1

The Trust is anticipating a procurement process that will be published to deliver UTC services in the London Borough of Bexley. The Trust has sought to identify the most suitable provider to partner with as a subcontractor to bid with and, if successful, partner with to deliver the services. This notice is an intention to award a contract under the most suitable provider process, in the event that the Trust is successful in its bid to deliver the UTC services in the London Borough of Bexley. This would be a new service for the Trust, although the services are currently being commissioned by SEL ICB. The estimated value of the contract is based on previous contract awards published by SEL ICB and the anticipated minimum contract length (circa PS4m and 3 years) - however the Trust will not know the financial envelope available until the SEL ICB tender has been published, and any subcontract will mirror the main contract that is commissioned in terms of length and extension options. Additional information: Notice 2024/S 000-032175 was published in relation to this potential subcontract in accordance with the Provider Selection Regime 'Making intentions clear in advance'

Options: Any subcontract awarded under this process will reflect the length, start date and value of the main contract commissioned by SEL ICB.

### Procurement Information

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the decision makers by 26th November 2024. This contract has not yet formally been awarded; this notice services as an intention to award under PSR. Please note that this process does not guarantee a contract will be awarded, as the Trust will still have to bid for the main contract commissioned by SEL ICB. Providers who wish to deliver this service will have an opportunity to take part in the competitive procedure that is published by SEL ICB.
