## Summary

Thames Water Utilities Limited has completed the procurement process for the supply of Heavy Goods Vehicles (HGVs) with details announced on 20 November 2025. This contract, under the title "HGV Supply", falls within the industry category of heavy-duty motor vehicles (CPV code 34140000) and involves the supply of various vehicle types, including electric and alternative-fuel options. The procurement, which used a selective method involving a negotiated procedure with prior calls for competition, was administered in Reading and covered the entire Thames Water region, which encompasses regions UKI and UKJ. Key contract awards occurred on 28 July 2025, marking the transition from tender to award stages.

This framework agreement, valued at an estimated £46,000,000, presents significant business growth opportunities for suppliers, especially those in the manufacturing and leasing of HGVs. By offering a wide range of vehicle types and involving mini competitions among multiple suppliers for each vehicle requirement, there is ample room for large corporations, as well as small and medium enterprises (SMEs), to fulfill sub-contracted roles. Suppliers involved include Crossland Tankers Limited, Dawsongroup Environmental Municipal Civil Limited, and Mitsubishi HC Capital UK PLC, making it highly suitable for businesses capable of providing vehicles and related services such as maintenance and leasing over a potential contract duration of up to eight years. The emphasis on minimising vehicle downtime further highlights the demand for innovative transport solutions within this procurement framework.

## Notice

Thames Water intends to award Framework Agreement(s) for the supply Heavy Goods Vehicles (HGVs) that are used across both our waste and clean water operations. The scope will include rigids, artics, clean water tankers, waste tankers, tippers, trailers, curtainsiders, dropsides, beavertails, etc, and will cover any current vehicle specs we have in our HGV fleet, along with any alternative specs we might want over the life of the agreement, including electric and alternative-fuel options. The framework will be split into lots to cover the different vehicle types, as well as purchase and lease options. Each Lot will be awarded to multiple suppliers, with mini competitions then run for each order between all the successful suppliers on the framework agreement for the different vehicle requirements.
