## Summary

Birmingham City Council has concluded a procurement process for the "Provision of welfare benefit, debt and housing advice services," focusing on offering face-to-face advice in community settings across Birmingham. This contract, valued at £2,000,000, covers the service category of community services (CPV code 75200000) and primarily involves third sector advice providers. The procurement was carried out using an open procedure and encompassed four distinct lots—North, South, East, and West & Central—with a contract period of three years and the possibility of a two-year extension. The procurement process commenced with tenders due by 8th January 2025, and the contracts were signed on 28th May 2025. These services were intended to be located in Community Library Hubs throughout Birmingham, enhancing access to welfare, debt, and housing advice.

This tender offers significant opportunities for small and medium enterprises (SMEs) in the advice service industry, particularly those specialising in the provision of face-to-face advisory services. Organisations such as Birmingham Citizens Advice Bureau Service and Birmingham Settlement were successful due to their alignment with the council's requirements for quality and social value, as well as their capacity to deliver comprehensive advisory solutions. Companies capable of integrating preventative advice mechanisms and digital first approaches will find this contract particularly advantageous. The spread of geographic lots ensures diverse service provision, opening pathways for various suppliers to engage with the council's strategic objectives of improving public health and financial outcomes in the community. Businesses with a collaborative ethos and the ability to work flexibly within community settings are ideally placed to benefit from such opportunities.
