## Summary

The University of Birmingham has completed the procurement process for the contract titled "RealStaffing - Product Owner" in the software package and information systems industry. RealStaffing, part of SThree Partnership LLP, has been contracted to provide a Product Owner for the Research Information System (RIS) and Transforming Student Acquisition Programme (TSAP). This agreement, valued at £288,990, was signed on 27 November 2024. Due to the urgent nature of the demand, the procurement was negotiated without publication of a contract notice, utilising the limited procurement method, which is reflective of the specific and immediate needs of the University in the UKG31 region.

This tender offers substantial business growth opportunities, particularly for companies specialising in providing high calibre and experienced interim technologists within the Higher Education sector. Businesses with established expertise in university systems and processes, particularly those capable of engaging on short notice, would be well-suited to compete for similar contracts in the future. Maintaining continuity and minimising onboarding time are crucial factors in such engagements, making specialised and prompt service providers highly valuable in scenarios demanding fast and efficient integration.

### Lot Information

Lot 1

RealStaffing were engaged due to their specialism in, and ability to, provide high calibre interim technologists with Higher Education (HE) domain experience at short notice; something a more generalising recruitment partner would not be able to do. The urgency of the planning and demand horizons for these resources meant that the usual procurement processes could not be followed and RealStaffing already have over three years' experience of working with The University of Birmingham (UoB).

### Procurement Information

RealStaffing were engaged due to their specialism in, and ability to, provide high calibre interim technologists with Higher Education (HE) domain experience at short notice; something a more generalising recruitment partner would not be able to do. The urgency of the planning and demand horizons for these resources meant that the usual procurement processes could not be followed and RealStaffing already have over three years' experience of working with The University of Birmingham (UoB). RealStaffing have provided resources with knowledge and familiarity with UoB's systems and processes to allow for immediate and effective contributions, which would not be possible with a new provider. The time required to bring another supplier up to this level of understanding would be significant, leading to delays in the initiatives timeline(s) and associated impact on milestones. Retaining this partnership ensures continuity and minimises the time loss that would otherwise be incurred through an extensive onboarding and training period with a new vendor.
