## Summary

South Cambridgeshire District Council is seeking a qualified and experienced contractor for their Commercial Asset Management service, falling under the "Real estate services" category (CPV: 70000000). The procurement process is currently at the tender stage and managed through an open procedure. Key assets include properties at Cambridge Science Park, Colmworth Trading Park (St Neots), Cambourne Business Park, and Northstowe Employment Zone. The contract duration is 1080 days with the possibility of annual extensions for up to two additional years. The submission deadline has been extended to 17 January 2025. The contractor's responsibilities include advising on asset management to support economic growth and ensuring compliance with health and safety regulations.

This tender presents substantial opportunities for businesses in commercial asset management, particularly those with expertise in real estate services and investment advice. Companies capable of optimising the Council’s property portfolio for revenue and capital growth, and with robust environmental, social, and governance (ESG) practices, will find this contract advantageous. Besides, firms with in-house building surveyors and a solid understanding of local, regional, and national property markets are well-suited to compete. The opportunity to collaborate with the Council’s Finance, Commercial, and Legal teams suggests a synergistic and impact-driven working environment.

## Notice

SCDC wishes to appoint a suitably qualified and experienced contractor to provide a service which encompasses the following: * To advise on the management of the Council's commercial property assets that meet the Councils adopted strategies (supporting economic growth and regeneration). * To provide commercial property investment advice by sourcing potential investment opportunities set by SCDC that meet the criteria set in the Council's Investment Strategy. SCDC owns assets on Cambridge Science Park, Colmworth Trading Park (St Neots), Cambourne Business Park and Northstowe Employment Zone and local centre. Assets range from high value multi-million-pound buildings, a wholly owned subsidiary (Cambourne Business Park Ltd), to a temporary community building in Northstowe. SCDC shall require the Contractor to manage the assets within their portfolio to always ensure that the portfolio is delivering the best performance obtainable, in both revenue and capital growth terms, ensuring best practice ESG performance whilst observing the security and liquidity guidance from Government. SCDC expect that the Contractor will be able to advise on the local, regional, and national sector investment markets and when it would be appropriate to acquire, hold, invest in, or dispose of an asset. SCDC shall require the Contractor to work closely with their Finance, Commercial and Legal teams and any other internal or external appointed property management company to ensure that the asset is well managed and maintained and that the administration and renewal of the leases is optimised. All assets should be compliant with health and safety regulations - it is the job of the asset management contractor to ensure this. It is expected that the asset management contractor will benefit from an in-house building surveyor to ensure the full requirements of this contract can be completed.
