## Summary

The Ministry of Defence has concluded an award process under the contract ID 039612-2024 for the provision of adult-education services at university level, specifically the Defence Nuclear Enterprise (DNE) Programme's Ordnance Munitions and Explosives (OME) Apprenticeship Intake for 2024/2025. This contract aims to expand the existing apprenticeship scheme through the addition of 15 graduates, managed by the University of Wales: Trinity Saint David (UWTSD). With a total contract value of £200,000 GBP, the apprenticeship programme is set to begin in January 2025. The procurement method utilised was a limited award procedure without a prior call for competition based on technical grounds, as outlined in the Voluntary Transparency Notice (VTN). The primary location for this contract is the UK, and it falls under the services category.

This tender offers significant opportunities for businesses involved in higher education and apprenticeship training, particularly those specialising in technical and defence-related fields. Businesses equipped to deliver high-quality apprenticeship schemes and provide substantial educational support will find this contract highly advantageous. The sole supplier selection highlights the critical role of UWTSD in fulfilling the Ministry of Defence’s specific requirements, creating a favourable business growth potential for specialised educational institutions capable of meeting such targeted needs.

Additional 15 students to enrol on the OME Graduates programme. Run by the University of Wales: Trinity Saint David.

### Procurement Information

Voluntary Transparency Notice (VTN) DNE Ordnance, Munitions and Explosives (OME) Apprenticeship Intake 2024/2025. The Defence Nuclear Organisation, Early Careers Team, part of the UK Ministry of Defence, intends to award a contract to UWTSD (University of Wales: Trinity St David). A contract is already in place for the provision of apprenticeship training to OME students through UWTSD, but a new contract is required to add an additional 15 graduates to this year's cohort. The estimated value of this contract is PS200,000 to cover training provider costs for the 15 apprentices joining in January 2025. This contract will have a value of PS200,000 (ex VAT). The University shall receive PS275,000 with the additional PS75,000 being paid by the MoD Apprenticeship levy. UWTSD is the sole supplier of OME apprenticeship training in the UK, and this would dictate the commercial approach of a direct award on technical grounds to UWTSD.
