## Summary

Powys County Council has initiated a public procurement process for the provision of passenger transport services across the County of Powys, Mid Wales. This procurement falls under the industry category of road transport services (CPV 60100000) and is conducted via a Dynamic Purchasing System (DPS), offering a flexible and responsive procurement method. This DPS will run initially for six years, with the potential for extensions in line with performance and budget confirmations, and will conclude no later than 23rd February 2029. Interested operators are invited to participate at any time during the DPS's life. The tender process is currently in the tender update stage as of 18th February 2025.

This tender presents significant business growth opportunities for qualified transport operators, particularly those specialising in taxi services, minibuses, and buses. Companies that can offer reliable, safe, and cost-effective transport solutions are well-positioned to benefit, especially those capable of handling home-to-school transport, additional learning needs, and local bus services. Participation in the DPS allows businesses to be included in an approved list of operators, increasing their opportunities to compete for transport routes and contracts throughout Powys. With an estimated annual expenditure of £150 million GBP and around 1.1 million passengers transported annually, this tender offers substantial business potential, particularly for consortia that can meet the technical and insurance requirements set forth by Powys County Council.
