## Summary

The South Ayrshire Council is undertaking a public procurement process titled "Whole Family Support Framework Agreement," categorised under welfare services delivered outside of residential institutions. This framework covers services in Ayr, including Troon, Prestwick, and nearby villages, as well as North and South Carrick, and extends to advocacy services for children and young people. The procurement process is in the award stage, having completed the tender phase, with significant dates including the tender closing on 23 January 2025 and contracts signed on 25 April 2025. Located in the UKM94 region, the procurement uses an open procedure with a framework agreement in place, reflecting its open and competitive attributes. The initiative prioritises quality over price in its award criteria and has a focus on early and preventative family support interventions.

This procurement process presents lucrative opportunities for businesses specialising in family welfare services, social work, and advocacy, particularly those equipped to deliver early intervention and preventative support. The framework facilitates business growth by encouraging participation from SMEs and large enterprises, as evidenced by the involvement of suppliers like Stepping Stones for Families and Barnardo's. Companies with experience in delivering flexible, responsive support services and those aligned with quality-focused procurement criteria would be well-positioned to benefit from these contracts. Additionally, the open procurement method fosters a competitive environment advantageous for businesses looking to expand their portfolio and impact within the public sector services domain.
