## Summary

Transport for Greater Manchester (TfGM) has concluded a public procurement process titled "TFGM OOH Bus Shelters and Advertising" in the advertising and marketing services industry category. The contract involves the design, supply, operation, and maintenance of bus shelters and advertising apparatus across Greater Manchester. This procurement process is in the award stage, with the decision to extend the existing contract by 18 months to ensure continuity of service until a long-term solution is put in place. The current contract, held by JCDecaux UK Limited, was signed on 12 December 2024, and the extension is planned to cover up to the end of 2025 with flexibility for a new service start date in 2026.

This procurement provides substantial opportunities for businesses involved in advertising and maintenance services. Companies with expertise in the upkeep and operation of public infrastructure, particularly those with capabilities in installing and managing advertising systems, would be well-suited to compete for future tenders. Businesses that can provide innovative solutions for public transportation advertising services, while ensuring high standards of maintenance, can leverage this contract to significantly heighten their market presence in the Greater Manchester area.

## Notice

Service and supply contract relating to the design, supply, operation and maintenance of bus shelters across the TfGM network as well providing advertising apparatus for exclusive advertising rights across Greater Manchester is due to expire on 31 December 2024. The current incumbent supplier maintains the shelters and generates revenue by utilising them for advertising, then shares this revenue with TFGM. Information about these contracts may be found on Contracts Finder: 2022/S 000-028440 TfGM is now seeking an additional 18-month provision of these services, and this notice provides transparency around the reasons for this single source requirement, and of TfGM's intention to tender for new service and supply contract in 2025. The contract can be terminated following 12 months on 1 months' notice to provide TfGM flexibility for the start date of the proceeding contract in 2026. The decision to contract with JCDecaux is based on the need to maintain continuity of service provision until a full review has been completed prior to launch of a procurement exercise to award a long-term contract. TfGM anticipates this will be advertised in early 2025 once the full scope of the services and supplies has been determined and route to market agreed. It has been concluded that a change in contractor at this stage would cause significant disruption to the procurement process and may end up costing more.

### Lot Information

Lot 1

The services and supplies to be provided under the proposed contract will include the design, supply, operation and maintenance of bus and Metrolink shelters together with access to advertising apparatus for exclusive advertising rights across Greater Manchester for a period of 18 months. During this period the procurement of a new services contract may be progressed and transitional arrangements to migrate to the new service may be executed.

### Procurement Information

The proposed contract extension incorporates the ongoing design, supply, maintenance and operation of bus shelters and advertising apparatus throughout Greater Manchester's bus routes. The current incumbent maintains the shelters and generates revenue from advertising on them (and which is shared with TfGM). It has been concluded that a change in contractor at this stage would cause significant disruption to the procurement process and may end up costing more. The proposed extension allows for ongoing service provision from the incumbent supplier until a full review has been completed prior to launch of a procurement exercise to facilitate the award of a long-term contract. TfGM anticipates this will be advertised early 2025.
