## Summary

Buckinghamshire Council has announced the intention to award a contract for the provision of a Physical Activity Pathway for older adults with long-term conditions, under the competitive procedure of the Provider Selection Regime (PSR), as per the Health Care Services (Provider Selection Regime) Regulations 2023. This contract aims to create a comprehensive and supportive pathway to increase physical activity levels among inactive older adults residing in the Opportunity Bucks wards of Buckinghamshire. The contract, which marks the completion stage of the procurement process, will run from 1st April 2025 to 31st March 2028, with a mobilisation period commencing on 6th March 2025. Key dates include the standstill period ending on 5th March 2025, and the tender's total estimated value is £280,654.45.

This tender presents a valuable opportunity for businesses specialising in community health services and physical activity programmes. Organisations with experience in managing health and wellness initiatives, particularly those adept at supporting adults with long-term conditions, should find this contract beneficial for business growth. The pathway's objective is to foster system change, promote collaborative action, and facilitate self-management to improve participants' physical and mental health. Ideal candidates should possess a minimum of Level 3 Exercise on Referral qualification and demonstrate at least one year of relevant experience. The successful provider will also work alongside an independent evaluation team to assess project outcomes, making it a significant opportunity for qualified health service providers to contribute to the community's wellbeing.

## Notice

This is a Provider Selection Regime (PSR) intention to award a contract notice under the competitive procedure. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. Buckinghamshire Council seeks tenders from suitably experienced organisations that can develop and manage a physical activity pathway for inactive older adults with long-term conditions. Interested organisations must have experience of supporting adults with long-term conditions to increase their physical activity levels. The pathway project will support system change and collaborative action, to prevent long-term health conditions and enable supportive self-management for people with existing long-term conditions, as well as reducing the risk of recurrent events. The pathway will be targeted at residents of the Opportunity Bucks wards of Buckinghamshire, it will maximise community assets and ensure that people get the right support to become active and improve their health (both physical and mental) and wellbeing. Physical Activity Specialists that work on the project are required to be, as a minimum, experienced Level 3 Exercise on Referral qualified (minimum 1 year supporting adults with long-term conditions and trained in behaviour change using the COM-B model). The successful provider will be required to work alongside an independent evaluation team, commissioned specifically to look at the project processes and outcomes. This is a new service delivered by a new provider. The contract will commence on 6th March to allow for a mobilisation period and the service delivery will commence on 1st April 2025 and end on 31st March 2028. The expected lifetime contract value is PS280,654.45.
