## Summary

The London Borough of Newham is initiating a procurement process for the creation of a Framework for Independent Living Support Services (ILSS). This process falls under the Light Touch procedure and is segmented into five lots: Reablement, Long-Term Care for Adults with Physical Disabilities, Sensory Impairments, and other Long-Term Conditions, Long-Term Care for Autistic Adults, Children and Young People, and those with Learning Disabilities and Mental Health Needs, Domestic Support, and an Approved Supplier List. The total estimated value of this framework is £255 million, and it will extend over a four-year term with an option to extend for an additional four years. Services will be delivered throughout the London Borough of Newham, and prospective suppliers must adhere to a submission deadline of 3rd February 2025. The procurement method is open, accommodating a broad range of suppliers, with specific requirements for quality standards as stipulated by the Care Quality Commission (CQC).

This tender offers substantial opportunities for businesses specialising in social services, particularly those capable of providing high-quality care to diverse groups, including the elderly, individuals with disabilities, and those requiring long-term care. Small to medium-sized enterprises (SMEs) that are experienced in delivering home care and reablement services, or handling complex care needs, will find this framework beneficial for business growth. Additionally, companies with a proven track record of maintaining CQC ratings of 'Good' or above, and those capable of delivering services within the stipulated frameworks, will be well-suited to compete, ensuring they can meet Newham Borough's commitment to maintaining high standards of independent living support. This initiative encourages innovation and quality enhancement in social care services, potentially resulting in long-term contracts and stable revenue streams for successful bidders.
