## Summary

The Corporate Officer of the House of Commons and the Corporate Officer of the House of Lords, acting jointly, have concluded a procurement process to secure a Serials Subscription Agent. The contract, awarded to EBSCO International INC, involves managing serials and journals subscriptions for the libraries of both legislative bodies. The procurement falls under the industry category of subscription services, located within the UKI32 region, specifically at the Palace of Westminster. The procurement used an open procedure method, and the award stage concluded on 21st July 2025. The contract, valued at £1,210,000, will commence on 14th April 2025 with a duration of three years, plus options for extension for two additional years. This represents the completion phase following an active tender stage, which ended on 15th January 2025.

This tender offers significant opportunities for businesses in subscription management services, especially those experienced in dealing with high-volume periodical and journal management. Companies that provide efficient delivery of both print and electronic media are well-suited to participate. As the subscriptions are critical to the operational functioning of key government bodies, the successful supplier stands to build a prominent relationship with public institutions. The procurement prioritises cost with a 60% weighting, indicating a competitive advantage for organisations that provide commercially viable offers without compromising on service quality, assessed at a 40% weighting. Such contracts not only promise financial growth but also offer the prestige of being associated with esteemed public-sector entities like the UK Parliament.
