## Summary

The Defence Equipment and Support (DE&S), part of the UK Ministry of Defence, has completed the procurement process for a contract titled "PDS, Spares, Repairs and Tech Refresh for Precise Time and Frequency Equipment." This contract, under the industry category of IT services including consulting, software development, internet, and support, involves in-service support of Frequency Standard (Outfit FSF) systems. The contract, valued at £750,000, lasts for two years and three months. DE&S awarded the contract through a negotiated procedure without prior publication due to technical reasons, specifically to Drumgrange Limited, the original equipment manufacturer and sole provider capable of meeting the technical specifications. Key details include an award date of 17th December 2024 and the completion status of the procurement stage.

This tender presents substantial opportunities for businesses operating in the IT services sector, particularly those specialising in defence equipment support and maintenance. Companies equipped with technical expertise in precise time and frequency systems and in-service support for defence communication equipment would be well-suited for similar types of contracts in the future. Additionally, businesses with the capability to partner as subcontractors to Drumgrange Limited may find growth opportunities given the extensive nature of the support required for such highly specialised technical equipment. Engaging with contracts like this can provide significant revenue streams and strengthen a firm's portfolio in the defence sector.

### Procurement Information

In accordance with Regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this contract falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). Prior publication of a contract notice in the official Journal of the European Union is no longer appropriate. It is considered that the award of contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons. This is because Drumgrange is original equipment manufacturer of the Frequency Standard (Outfit FSF) system and has supported it since it came in to service in 1996. It is the only economic operator with the proprietary information, technical know-how, tooling and test equipment needed to meet the requirement and manage obsolescence.
