## Summary

Derby City Council is currently in the award stage of a procurement process for the creation of a Flexible Open Framework for the Provision of Supported Living Services, primarily targeting the health and social work services industry. This comprehensive initiative is designed to cater to adults and young people aged 16+ with eligible assessed needs within their accommodation. The framework, replacing the existing Dynamic Purchasing System (DPS), comprises three lots: Low Needs, Medium Needs, and High Needs. With a procurement method designated as an open procedure, the primary focus remains on open competitive tendering to ensure quality service providers are identified. Awards were confirmed on 1 April 2025, with substantial contracts spanning an initial term of four years and potential extensions making up to a total of eight years. Suppliers from multiple regions including Derby, Leicester, and Nottingham have been included under this framework.

This tender presents numerous opportunities for growth within the health and care services sector, particularly for small and medium-sized enterprises (SMEs). The framework is well-suited for registered service providers capable of delivering personalised support services based on individual social care needs. Additionally, service models requiring accommodation will necessitate accreditation under the Decent and Safe Homes (DASH) scheme by Derby City Council. This significant public contract opens the door for providers to secure stable, long-term contracts with the flexibility to extend services and cater to a diverse range of needs within the community. Partner organisations within the D2N2 area, including Derbyshire County Council and Nottingham City Council, add to the network of opportunities available through call-off arrangements under their terms and conditions, amplifying business expansion prospects for qualified suppliers.
