## Summary

The Welsh Government, based in Cardiff, has undertaken a public procurement process for expert technical advice to support their Sustainable Communities for Learning scheme. This scheme falls under the services industry category, with a specific focus on the calculation and monitoring of costs. The procurement process has reached the award stage, with a contract awarded to Gleeds Cost Management Limited, a supplier based in Bristol. The procurement method employed was a limited direct award through the Crown Commercial Services Construction Professional Service Framework. The contract, signed on 18th August 2025, is set to commence on 1st March 2025, running until 31st December 2029, with options for extensions up to 31st December 2031. This initiative aims to continue investment in educational infrastructure across Wales, with a planned investment totalling GBP 2.3 billion.

This tender presents significant growth opportunities for businesses within the construction consultancy and cost management sectors. Firms with expertise in public sector education infrastructure projects and a robust understanding of the Sustainable Communities for Learning initiative will find this to be an advantageous opportunity. The awarded contract necessitates both theoretical and practical knowledge in technical advisory, particularly in the Multiple Investment Model (MIM) context. Businesses capable of offering innovative, cost-effective solutions for complex educational infrastructure projects in the UK are well-positioned to leverage this contract for further business development and sectoral influence. The extensive duration and high value of the contract underscore the potential for considerable business growth for suitable firms.

### Lot Information

Lot 1

The Sustainable Communities for Learning Programme represents the largest strategic investment in Welsh educational infrastructure since the 1960s. The first wave of investment (Band A) of the Programme was under the banner of '21st Century Schools and Education' and represented a GBP1.6 billion investment over the five-year period ending 2019. This supported the rebuild and refurbishment of more than 170 schools. The second tranche of investment (Band B) began in April 2019. It was expanded to include further education colleges and renamed the '21st Century Schools and Colleges Programme'. In January 2022 the Programme was renamed 'Sustainable Communities for Learning (SCfL)' to make a clear statement about Welsh Government's commitment towards the environment, community cohesion, and Wales' future generations. This latest Programme will see a further GBP2.3 billion investment in school and college infrastructure utilising both public capital and revenue. The service required by the intended contract is to provide technical support to the Sustainable Communities for Learning Programme including Capital and MIM projects (Welsh Government and stakeholders).
