## Summary

The London Borough of Enfield is currently in the award stage of its procurement process for a multi-lotted Framework Agreement designed to provide 16+ Supported Accommodation Services. This Framework aims to deliver supporting accommodations that enhance independence for children aged 16-17 in care and 18-25-year-old care leavers. The procurement, classified under CPV category 85000000 for Health and Social Work Services, is an active initiative with a planned duration of 3 years, starting on 1 December 2025, and may be extended by an additional year based on performance and budget. The procurement process follows the Restricted procedure and is operating under the Public Contracts Regulations 2015, adhering to its social services provisions. The total value of the contract is £28,000,000 excluding VAT, which encompasses an optional 12-month extension. Key dates include the initial publication of the contract notice on 21 December 2024, and the framework commencement date on 1 December 2025, with an estimated value projected for several lots.

The Framework Agreement presents substantial opportunities for suppliers in the health and social care industry, particularly those offering specialised accommodation and support services. The procurement process is selective, focusing on quality and price as award criteria, with opportunities for multiple suppliers to join the framework without exclusivity guarantees. Businesses adept at providing services for high-needs individuals or those with proficiency in therapeutic mental health support will find favourable conditions. Moreover, firms offering tailored services such as female-only accommodations or out-of-borough placements stand to benefit. The framework accommodates up to 36 bids per lot, welcoming small and medium-sized enterprises to participate actively. With several awarded contracts already active, providers can leverage these opportunities to increase market presence and foster business growth in conjunction with the local authority's supported accommodation objectives. This initiative, while ensuring participation from up to two Block Booking Lots, opens doors for companies well-versed in navigating the regulatory frameworks surrounding social services.
