## Summary

The Scottish Parliamentary Corporate Body (SPCB) has initiated a procurement process titled "High Level Maintenance" focusing on repair and maintenance services under the CPV code 50000000. The procurement involves planned preventative maintenance, reactive works, and other minor activities for the internal and external building fabric of the Scottish Parliament, located at Holyrood, Edinburgh, EH99 1SP. This is an open tender in the services category, conducted under the EU procurement legal basis 2014/24/EU with a tender period ending on 23rd January 2025. As of 19th June 2025, a contract was awarded to TRAC International Ltd for £18.5 million, and the procurement stage is currently in the award phase. The procurement method used was an open procedure, highlighting extensive services that include rope access work requiring IRATA accreditation due to the high-risk nature of the site activities.

This tender represents an excellent opportunity for businesses that specialise in high-level maintenance and repair services, particularly those experienced with complex building designs requiring rope access. It's particularly suited for enterprises with capabilities in handling planned preventative maintenance, reactive repairs, and minor project changes. Eligible businesses should have the financial and technical capacity to handle a contract of this scale and must adhere to specific requirements like holding IRATA Operator Membership and maintaining Cyber Essentials Certification. Given the procurement's inclusion of community benefits, businesses with initiatives in employability, education, or social enterprises can leverage these aspects to strengthen their proposals.

A contract for High Level Maintenance services has been awarded by the SPCB.

### Lot Information

Lot 1

Planned Preventative maintenance (PPM), reactive and minor change works activities to be undertaken on the internal and external building fabric including hard and soft landscaping and bird pest control. Due to the design and complexity of this building much of the fabric maintenance is only accessible via rope access. It is considered the highest risk work activity that is undertaken on site, and it is therefore mandatory to have a specialist contractor who is an accredited member of the Industrial Rope Access Trade Association (IRATA).

Renewal: Optional extensions which do not collectively exceed 60 months to be exercised at the sole discretion of the SPCB.
