The procurement aims to develop a new learning and development contract vehicle to service Central Government and the Wider Public Sector across the UK. The total value of the contracts is estimated to be £563,386,372, and the commercial solutions will need to be flexible and responsive to policy changes, workforce dynamics, and technological advancements. Key activities include quality assurance, management and leadership training, specialist skills development, and more.

This tender presents significant opportunities for businesses specialising in educational services, technology-enabled learning solutions, and professional development. Companies with capabilities in large-scale learning delivery, innovative partnership approaches, and end-to-end management of learning infrastructure are well-suited to compete. Small and medium enterprises, educational institutions, and providers of niche, specialist, and research-based knowledge will find this procurement particularly beneficial. The flexible contract structure also allows businesses to adapt to policy priorities and technology shifts, promoting sustained business growth through ongoing public sector collaboration.
