## Summary

The Offshore Renewable Energy Catapult, in conjunction with The Crown Estate and The National Shipbuilding Office, has awarded a contract to Cammell Laird Shiprepairers and Shipbuilders Ltd for the "UK SOV Manufacture Business Case Development - ORE/24/101". This project addresses the pressing need for Service Operation Vessels (SOVs) to support the rapidly growing offshore wind industry, which is expected to expand to over 850GW of capacity globally by 2050. The initiative aims to establish a business case for manufacturing SOVs in the UK, with the tender process now at the award stage, subsequently signing the contract on 14th March 2025. The procurement falls under the services category, specifically classified as Research and Development Consultancy Services, indicating a clear focus on innovation within the maritime and renewable energy sectors. This presents significant opportunities for businesses located in the UK region.

The award of this contract is poised to drive substantial business growth within the UK shipbuilding industry, particularly for companies specialising in repair, maintenance, conversion, reconditioning, and upgrading services of vessels. By developing a comprehensive business case, this project can attract follow-on investments and potentially lead to the creation of a robust domestic manufacturing base for SOVs. Companies with expertise in maritime engineering, renewable energy solutions, and operational maintenance are ideally positioned to benefit from this initiative. The procurement method was an open procedure, ensuring a competitive selection process and broadening the prospects for innovative proposals from diverse enterprises.

## Notice

The offshore wind industry is growing rapidly, with over 850GW of capacity expected to be installed globally by 2050. This is underpinned by global commitments to reduce carbon emissions and by improving the cost efficiency of wind as an energy source. In line with this rapid expansion, the number of vessels required to support offshore wind developments throughout their operational life will also require major growth. Here at ORE Catapult, we have conducted analysis to determine the size of the market for operations and maintenance (O&M) vessels, based on global installed capacity targets. Up to 2050, strategies centred on Crew Transfer Vessels (CTVs) and Service Operation Vessels (SOVs) are expected to be employed. Globally, this could equate to up to 2325 CTVs and 423 SOVs in operation by 2050. This presents a huge opportunity for UK Shipbuilding, however, none of the UK's currently operating SOVs have been built in the UK. This project aims to develop the business case for establishing this production.
