## Summary

Carmarthenshire County Council has an ongoing Dynamic Purchasing System (DPS) for Drainage Investigations and CCTV Surveys, which has been extended for one year until 30th November 2025. The DPS covers the industry category of sewage, refuse, cleaning, and environmental services, with work located in Carmarthenshire, UKL14. The procurement process is in the Tender stage with a submission deadline of 14th November 2025. This DPS allows new entrants to join throughout its term and individual contracts are awarded via mini-competitions. The tender highlights the need for detailed drainage surveys using specialist equipment, required under statutory duties and for asset management purposes.

This tender offers significant opportunities for businesses in the environmental services sector, particularly those specialising in drainage investigations and CCTV surveying. The structure of the DPS allows suppliers to join at any point if they meet the minimum criteria, providing continuous opportunities for engagement and contract awards. Companies with expertise in technical inspection, sewage services, and highway consultancy will find this tender particularly suitable. Participation can help businesses grow by securing contracts related to high-risk drainage areas, emergency responses, and regular asset condition surveys. Consortia are also considered suitable, allowing smaller businesses to collaborate and compete effectively.

### Lot Information

Lot 1

Carmarthenshire County Council is seeking suitably qualified and experienced contractors to undertake drainage surveys using specialist equipment and cameras that pass through or zoom up culverts and pipes to record their condition and location. The surveys will be procured by mini-competition under this DPS arrangement. The surveys are required as part of the Council's statutory duties under the Flood and Water Management Act 2010, the Highways Act (1980) and for Asset Management purposes. The requirement is for surveys only, not repairs and the work programme is currently divided into four work areas namely: - Surveys of known drainage systems - Surveys of high-risk areas and unknown and uncharted systems - Emergency incident response (could be known or unknown drainage systems) - Highway Drainage Asset Connectivity and Condition Surveys Additional information: A Dynamic Purchasing System is a two-stage process. In the initial setup stage, all Bidders who met the selection criteria were admitted to the DPS. There is no limit on the number of Bidders that may join a DPS during its term. Individual contracts are awarded during the second stage where the Council invites all suppliers appointed to the DPS, to bid for the specific contracts.

Renewal: The DPS was for an initial period of 4 years and included the option to extend for a further period of up to 4 years, extended in 1 year periods. The DPS has been extended for one year, therefore, the option to extend is now for a further period of up to 3 years, in 12-month increments.
