## Summary

The University of Stirling, a body governed by public law, has successfully completed the procurement process for a Framework Agreement aimed at appointing a single Principal Contractor for a variety of building trades. This initiative focuses on minor works projects and maintenance services, encapsulated under the construction work category. Situated in Stirling, this process reached the award stage, with a contract valued at £8 million. The procurement was conducted via a selective method described as a restricted procedure, and involved detailed award criteria prioritising quality elements like pre-planned and reactive maintenance, alongside environmental considerations, weighted against a 40% focus on price. With the award now settled, the contractors will provide a breadth of services such as reactive and planned maintenance, minor refurbishment projects, and support through seconded trade and semi-skilled staff for the University's maintenance team.

This framework agreement facilitates business growth by offering opportunities for construction firms, especially small and medium-sized enterprises (SMEs) as evidenced by the successful bid from Marshall Construction Limited, based in Alloa. The contract scope offers substantial potential for companies with experience in diverse building trades. Not limited by singular trades, the successful contractor will manage works spanning from maintenance to installation, and refurbishment projects each worth up to £500,000, making this an attractive prospect for multifaceted construction entities seeking to expand their portfolio in alignment with university needs. With the inclusion of community benefits and a focus on reactive maintenance services, businesses looking to engage in long-term partnership arrangements with academic institutions would particularly benefit from this opportunity.
