Lot 1

Strata Service Solutions are extending the current contract with Civica for their open revenues product in use at Teignbridge District Council for 2 years taking this contract to June 2028. Software purchased: Approximately 160 licenses for an open revenues system for 2 years.

### Procurement Information

Strata Service Solutions Ltd and Teignbridge District Council procured a replacement income management system and finance system both of which were planned to be live in 2023/2024. The current finance system is an in-house system supported by 1 FTE in Strata. The project to roll out the replacement finance system had to be put on hold because of resourcing issues and then the decision was made to deploy the income management system as the current income management system expired in November 2024. Currently, only the income management system is live and all technical resource within Strata and Teignbridge will be focused on the replacement finance system through 2025 until live. Both projects are high risk for the authority and both systems need to be live and established before Strata or the authority run a full procurement because resource would not be available to deploy any new system Therefore, the use of the negotiated procedure prior to publication is justified under regulation 32(2)(b)(ii) of The Public Contracts Regulations 2015 competition is absent for technical reasons. The plan is to run a procurement as part of a convergence project where all 3 councils (Teignbridge District Council, Exeter City Council and East Devon District Council) will procure a revenue and benefits system ready for a contract to start in June 2028. but these may be subject to alteration in light of the recently released plans for Local Government Reorganisation. This will be more clearly understood during this timeframe.
