## Summary

The NHS Birmingham and Solihull Integrated Care Board, along with ten other Integrated Care Boards (ICBs) in the Midlands, is planning to re-procure services for the collection and disposal of primary care clinical waste. This initiative focuses on GP practices and community pharmacies across the East and West Midlands. The procurement process is in the planning stage, with a market engagement event and questionnaire available for review. A pre-recorded market engagement exercise will be accessible from 21st January 2025, and interested organisations are invited to register their interest by 31st January 2025. Feedback from the market engagement exercise is to be submitted by 17:00 on 14th February 2025. The anticipated tender release is in March 2025.

This tender represents an excellent opportunity for businesses specialising in clinical waste management, including the collection, transport, treatment, storage, and disposal of clinical waste, as well as the provision and decontamination of containers. Businesses capable of delivering safe, sustainable, environmentally effective, and cost-efficient services will find this opportunity particularly relevant. Engaging in this procurement process can open new avenues for growth and foster partnerships with multiple NHS ICBs in a significant regional initiative.

## Notice

Market Engagement event and questionnaire for the provision of Primary Care Clinical Waste collection and disposal for the 11 ICBs in the East & West Midlands.
NHS Arden & Greater East Midlands Commissioning Support Unit (AGEM CSU) acting on behalf of eleven (11) Integrated Care Boards (ICBs) across the Midlands region would like to invite interested organisations to access a pre-recorded market engagement exercise and other material together with completing a questionnaire to gain market feedback from experienced organisations that provide clinical waste collection and disposal.
The eleven (11) ICBs across the Midlands region are listed below (respective NUTS codes in brackets for your information):
West Midlands
* NHS Birmingham and Solihull (UKG31 & UKG32)
* NHS Black Country (UKG36, UKG37, UKG38, UKG39)
* NHS Coventry and Warwickshire (UKG33 & UKG13)
* NHS Shropshire and Telford and Wrekin (UKG21 & UKG22)
* NHS Staffordshire and Stoke-on-Trent (UKG23 & UKG24)
* NHS Herefordshire and Worcestershire (UKG11, UKG12)

East Midlands
* NHS Derby and Derbyshire (UKF11, UKF12, UKF13)
* NHS Leicester, Leicestershire and Rutland (UKF21 & UKF22)
* NHS Lincolnshire (UKF30)
* NHS Northamptonshire (UKF24 & UKF25)
* NHS Nottingham and Nottinghamshire (UKF14, UKF15, UKF16)

The 11 ICBs across are looking to re-procure in the near future (anticipated to be tendered in March 2025 - indicative timeline only), all of their current contracts for Primary Care Clinical Waste collection and disposal services predominantly within GP Practices and Community Pharmacies across the Midlands. The services are referring to any or all requirements of clinical waste (infectious/hazardous and medicine waste) in primary care and include (but may not be exhaustive):
1. Collection & transport of clinical waste
2. Storage of clinical waste
3. Treatment of clinical waste
4. Incineration of clinical waste
5. Provision of reusable and single use containers for clinical waste
6. Decontamination of reusable containers for clinical waste
7. Promoting waste segregation and compliance
8. Clinical waste tracking and data
We want to gain an understanding from a provider perspective of the interest in the Midlands Primary Care Clinical Waste collection and disposal services and to obtain feedback that will help support a safe, sustainable, environmentally effective and cost-efficient quality service.
The purpose of this PIN is to announce an upcoming tender opportunity, provide a summary of the services to be procured, share the service specification and outline the intended procurement approach.
A pre-market engagement recording will be made available from 21st January 2025, which will include the sharing of project details. Interested organisations are invited to register their interest by emailing michael.sum1@nhs.net before 31/01/25. Please note that not registering your interest will not affect your ability to participate in any subsequent procurement process.
Following registration, participants will receive a link to access the webinar and associated documentation, plus a survey for completion.
Please note that the 11 ICBs and their advisers will not be responsible for any costs incurred by interested parties as part of this pre-market engagement. Additionally, this PIN is not a call for competition and does not obligate the ICBs to initiate a procurement process. A formal procurement process will be announced through the publication of a formal contract notice.
Once you have watched the 3 Market Engagement recordings, please provide us with your feedback via the requirements section against this project by 17:00 on 14/02/25
