## Summary

The Ministry of Justice in the United Kingdom has conducted an open procurement process to secure investment services for the Official Solicitor and the Public Trustee, as detailed in the latest tender documentation dated 23 January 2025. The procurement is classified under Financial and Insurance Services, with a contract value estimated at £1,601,110, aiming for a five-year term starting from 7 April 2025 to 6 April 2030. The initiative involves asset management for the Official Solicitor and the Public Trustee, facilitated by professional investment guidance. This process is at the active stage, with the submissions carefully guided by electronic methods to meet the needs of the procurement's goals, particularly given the unique financial management role these entities play in estate and trust administration across the UK.

This procurement provides a significant growth opportunity for businesses specialising in financial and investment services, particularly those experienced with discretionary and advisory investment management for trusts, estates, and public entities. Businesses authorised under the Financial Services and Markets Act 2000 and with experience in serving trustees, executors, and administrators, stand well-suited to compete. Given the complexity and demand for credible investment solutions, companies with robust reporting capabilities and adherence to HMRC regulations will find this tender instrumental in expanding their service reach. The procurement, valued notably and with a long-term contract potential, allows businesses to develop and showcase expertise in asset management and fiduciary responsibilities within the public domain.

## Notice

This notice relates to the award of a contract for the Provision of Investment Services for the Official Solicitor. The Official Solicitor acts as the administrator of estates and trustee of trusts of last resort, and holds real and personal property such as land, cash, and securities (e.g., stocks and shares). An estate is where the Official Solicitor has been appointed as executor of a deceased person's will or as administrator of an estate of a person who has died without a will. An executor/administrator collects all the deceased's assets and pays all of the debts before distributing what remains to the beneficiaries named in the will or, if there is no will, who is entitled by law to this. Where the Official Solicitor has been appointed to act as a trustee, she has a duty to invest the capital held to produce income to use or pay for the benefit of the beneficiaries of the trust. It is a legal responsibility of the Official Solicitor as Trustees to obtain professional investment advice when managing the assets.
