## Summary

The London Borough of Sutton, on behalf of itself and the Royal Borough of Kingston upon Thames, has completed a procurement process to award a contract to UNIT4 Business Software Limited for the provision of a cloud-based enterprise resource planning (ERP) solution. This contract aims to support the councils' Business World financial management system, including associated hosting and support. The procurement method used was a negotiated procedure without prior publication, in accordance with Regulation 32(2)(b)(ii) and (iii) of the Public Contracts Regulations 2015. The total contract value is £1,601,359 excluding VAT, with the London Borough of Sutton contributing £736,466. The contract was signed on 7th January 2025 and will span four years. The system's implementation will occur in UKI63 (London Borough of Sutton and Royal Borough of Kingston). The contract falls under the software package and information systems category (CPV Code 48000000).

This tender represents significant business growth opportunities, particularly for companies specialising in software solutions, cloud hosting, and financial management systems. Firms with expertise in ERP systems and SaaS platforms will find this contract appealing due to the transition from on-premise solutions to a cloud-hosted platform. Businesses that can support large-scale financial processes, accounting, and reporting systems are well-suited for this type of procurement. Additionally, enterprises with the capability to develop unique, proprietary software solutions that meet specific statutory and management information needs of local authorities will be in an advantageous position to compete in similar future tenders.
