The framework's main priorities include attracting a committed workforce, fostering a culture of wellbeing, and developing skills. The tender is divided into several lots, each focusing on distinct service areas such as leadership development, health and wellbeing, and environmental sustainability. The procurement is governed by the legal basis of the EU directive 32014L0024 and involves multiple stakeholders and potential accessible parties.

This tender offers significant opportunities for businesses involved in education and training services. Companies with expertise in areas such as leadership development, socio-economic regeneration, health and safety, and environmental sustainability are well-suited to compete for these contracts. The procurement process is designed to be inclusive and supports diversity, encouraging participation from a broad spectrum of business communities. Additionally, the framework agreement could benefit businesses by providing long-term contracts with possibilities for renewal, fostering stability, and facilitating growth in collaboration with the public sector's strategic objectives.
