## Summary

Durham County Council has concluded the procurement process for the "Regional Tobacco Control and Alcohol De-Normalisation Programme," a comprehensive service aimed at reducing the prevalence of smoking and alcohol-related harms across the North East of England. This contract, categorised under research and development services (CPV: 73000000), was awarded to Fresh and Balance, which operates under the County Durham and Darlington NHS Foundation Trust. As of 31 January 2025, the contract is active and ready for implementation. The procurement method was limited, justified by technical reasons and the protection of exclusive rights, with the contract designed to accommodate additional funding or potential budget changes. The project delivery will span across regional boundaries within the North East local authorities.

This tender presents a significant opportunity for businesses specialising in public health initiatives, research and development, and consultancy services within the healthcare sector. Companies that can provide expertise in evidence-based health programmes, particularly in tobacco control and alcohol harm reduction, stand to benefit considerably. The programme’s multi-component structure demands a high level of technical proficiency and regional operational experience, making it ideal for larger organisations or consortia with extensive networks and specialised knowledge. Businesses participating in similar public health initiatives will find this contract a strategic opportunity to expand their footprint in the North East region.

The contract value is estimated for the contract period and extension option. This is to allow for unknown but potential additional funding (for example from central govt) to be used within this contract delivery. Equally if contract budget were reduced service delivery would be re-scoped accordingly.
