## Summary

The Ministry of Defence (MoD) has completed a procurement process for the Provision of Aircrew Equipment Assembly (AEA) for the joint Royal Air Force (RAF) and Qatari Emiri Air Force (QEAF) Squadron 11. The awarded contract, valued at £417,624.70, involves the supply of aircrew equipment to UK regions and was signed on 16th January 2025. This procurement falls under the defence industry category, specifically relating to individual and support equipment. The procurement was conducted using a limited method, justified by technical reasons, without prior publication of a call for competition due to the absence of suitable tenders in response to restricted procedures. The tendering stage has been concluded, and the contract is now in the award stage, with BAE Systems (Operations) Limited Farnborough as the awarded supplier.

This tender presents significant opportunities for businesses involved in the aerospace and defence sectors, particularly those with capabilities in providing specialist military equipment. Companies with expertise in manufacturing and certifying military-grade equipment, such as OEMs with detailed technical know-how and access to the necessary technical documentation, would be well-suited to compete for similar contracts in the future. Such procurements can facilitate business growth by securing partnerships with prestigious clients like the MoD and participating in high-value, specialised defence projects.

### Procurement Information

In accordance with regulation 4 of The Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697) this procurement falls to be regulated under the provisions of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the DSPCR 2011. UK Royal Air Force (RAF) and BAE Systems Qualified Flying Instructors and Trainee pilots are flying in the Qatari owned Hawk MK 167 aircraft on the Joint Qatar Emiri Air Force (QEAF)/RAF Hawk Training Squadron currently operating at RAF Leeming. The UK MOD and QEAF have a critical dependency on the Original Equipment Manufacturer (OEM) of the Hawk MK 167, BAE Systems, to certify the aircraft, to satisfy Military Aviation Authority direction. This procedure is considered justified for technical reasons under regulation 16 (1)(a)(ii) of the DSPCR 2011. To certify the aircraft, there must be adequate evidence artefacts provided by the OEM and accepted by the MAA and Type Airworthiness Authority to support the airworthiness statements. BAE Systems are the OEM and only supplier with the required detailed technical understanding of the aircraft and technical documentation for the required evidence.
