## Summary

The University of Strathclyde, located in Glasgow, is the lead buying organisation for a Planned & Reactive Maintenance Framework (PRMF) spanning 2025 to 2029. This procurement, part of the construction industry category under CPV 45000000, involves various maintenance works, including fire protection, joinery, roofing, flooring, steeplejack projects, and pump maintenance, conducted mainly at the University's premises in Glasgow (region UKM82). Partnering with the University of Glasgow and Glasgow Caledonian University, this framework was established using an open procurement method to ensure wide participation. The procurement process culminated on 19th August 2025 with the awarding of contracts across several lots. This framework agreement is governed by the Public Contracts (Scotland) Regulations 2015 and allows modifications without a new procurement procedure in some instances.

This opportunity paves the way for considerable business growth, particularly for SMEs skilled in construction and maintenance services. The division into specific lots, such as fire protection and roofing, means that businesses with specialised capabilities in these areas can strategically align their bids to match their strengths. Notably, companies experienced in dealing with certified products, reactive maintenance, and those with strong technical qualifications are well-positioned to benefit. The framework's financial scale, with a total estimated value of £20.3 million, presents substantial opportunities for small to medium enterprises (SMEs) to secure steady work over the next four years, with potential extensions boosting their portfolio and client base within the education sector of Scotland.
