## Summary

The procurement process, initiated by Public Sector Partnership Services Ltd, involves the supply and maintenance of a Revenues and Benefits Core Processing System for Boston Borough Council, East Lindsey District Council, and South Holland District Council. The procurement falls under the software-related services category (CPV: 72260000) and pertains to the UKF region. The tender process is complete, with the contract being signed on 31st January 2025. The procurement follows a limited method, due to its alignment with the councils' Transformation Programme, ensuring continuity and avoiding the costs associated with adopting a new system. The awarded contract, valued at £1,051,700, was finalised with Capita One Ltd.

This tender creates significant opportunities for businesses specialising in software-related services, especially those equipped to provide comprehensive local authority revenues and benefits solutions with digital and automation capabilities. Enterprises like Capita One Ltd, with a keen understanding of delivering statutory-compliant software to local councils, stand to benefit. The provision of such a system offers scope for ongoing transformations, operational efficiencies, and enhanced customer experiences, making it an attractive proposition for similar businesses aiming to contribute to public sector digitalisation and efficiency improvements.

### Lot Information

Lot 1

Supply and maintenance of Revenues and Benefits software that is compliant with all statutory functions and local policy requirements, associated with the delivery of local authority revenues and benefits services, i.e. Council Tax, Business Rates, Debt Recovery, Housing Benefits, Council Tax Support, Housing Benefit Overpayments recovery, with online, digital and automation capabilities that enable ongoing transformation, operational efficiencies and improved customer experience.

### Procurement Information

As part of our Transformation Programme, the Company wanted to align to one contract for the 3 Councils, instead of having separate instances. The cost to move to another system would have been costly and would have incurred additional training and resources required which is not currently viable. By entering into this 5-year agreement, this allows the Company to have continuity of a system for a period of time whilst being able to look forward and plan for any future procurement with adequate time.
