## Summary

Leicester City Council is seeking a provider for the "FEW1490 - Arts and Music Therapy Services for Looked After Children" project, aimed at engaging vulnerable children and young people in Leicester through high-quality arts activities, mainly focused on singing and music. The procurement falls under the "Education and training services" industry category and is located in Leicester (UKF21). The procurement stage is complete as of 5th February 2025. The contract, worth £480,963 excluding VAT, was directly awarded to Bullfrog Arts. Initially announced on 21st January 2025, the contract was finalised in February. This tender follows a limited procurement method due to the lack of alternative providers and the need for continuity in service delivery.

This tender presents substantial opportunities for businesses specialising in arts and music therapy services, particularly those with experience working with vulnerable children. By securing such contracts, businesses can enhance their portfolio and demonstrate their expertise in delivering impactful community services. SMEs like Bullfrog Arts, with a proven track record in providing tailored therapeutic arts programmes, are well-suited for this type of procurement. Engaging in such projects allows companies to expand their operational scope and establish closer ties with local authorities, fostering long-term business growth.

### Procurement Information

Given the lack of alternative providers in the market, and the importance of ensuring continuity of services for vulnerable children this Direct Award has been put in place. The contract with Bullfrog Arts was not formally extended before its expiration due to a clerical error, therefore this direct award has been put in place with consideration that the conduct of both parties and the fact that the contract was originally awarded following a compliant procurement process. The continued provision of services by Bullfrog Arts and the Council's acceptance of these services demonstrate an implied continuation of the contractual relationship. This continuity, combined with the original procurement process is a mitigating factor. No further amendments to the original contract have been made.
