## Summary

UK Research & Innovation (UKRI), a non-departmental public body sponsored by the Department for Science, Innovation and Technology (DSIT), issued a procurement notice for the selection of a construction partner for the Science and Technology Facilities Council (STFC). This procurement is in the planning stage and seeks to establish a long-term construction partnership aimed at transforming STFC’s estate across various UK locations, including Rutherford Appleton Laboratory, The Cosener's House, Chilbolton Observatory, Daresbury Laboratory, The Royal Observatory Edinburgh, and Boulby Underground Laboratory. The tender, with the title "UKRI-4681 Construction Partner for Science and Technology Facilities Council (STFC)," falls under the industry category of construction work and has a projected value of approximately £800 million. Preliminary Market Engagement (PME) is planned, with supplier engagement sessions scheduled for 17 March 2025 and 20 March 2025. Potential bidders must express their interest by 7 March 2025, at noon.

This tender represents significant business growth opportunities, especially for companies with experience in large-scale construction projects and scientific facilities. The selected partner will handle a variety of projects from simple buildings to complex scientific infrastructures and upgrades, under a New Engineering Contract (NEC). With an estimated investment of £120 million per year over 15 years, businesses focusing on construction, infrastructure upgrades, or decarbonisation projects will find this tender particularly attractive. Successful engagement could lead to long-term collaboration with the STFC and the potential for securing multiple schemes within the national programme.

## Notice

The purpose of this Prior Information Notice (PIN) is to inform the market of a potential opportunity to participate in a construction partnership. STFC intends to engage with potential providers through a Preliminary Market Engagement (PME) event and subsequent PME activities. The publication of this early engagement opportunity is a voluntary publication and does not represent a commitment by STFC to initiate, run or complete a full procurement competition in relation to a contract for the services described. STFC is a world-leading research and innovation organisation, with a unique role within UK Research and Innovation (UKRI). UKRI is a non-departmental public body sponsored by the Department for Science, Innovation and Technology (DSIT). STFC are looking to establish a construction partnership to deliver its proposed estate transformation programme. This is a national contract, covering STFC's Rutherford Appleton Laboratory and The Cosener's House, Oxfordshire, Chilbolton Observatory, Stockbridge, Daresbury Laboratory, Warrington, The Royal Observatory Edinburgh, and Boulby Underground Laboratory, Cleveland.
