## Notice

The purpose of this Prior Information Notice (PIN) is to inform the market of a potential opportunity to participate in a Programme partnership. STFC is seeking to establish a construction-related professional partnership to support its proposed estate transformation programme. STFC is a world-leading research and innovation organisation, with a unique role within UK Research and Innovation (UKRI). UKRI is a non-departmental public body sponsored by the Department for Science, Innovation and Technology (DSIT). This will be a national contract covering Rutherford Appleton Laboratory and The Cosener's House, Oxfordshire, Chilbolton Observatory, Stockbridge, Daresbury Laboratory, Warrington, The Royal Observatory, Edinburgh, and Boulby Underground Laboratory, Cleveland. STFC intends to engage with potential providers through a Preliminary Market Engagement (PME) event, followed by subsequent PME activities. The publication of this early engagement opportunity is voluntary and does not represent a commitment by the Science and Technology Facilities Council (STFC) to initiate, run, or complete a full procurement competition for the services described.

STFC is seeking to establish a construction-related professional partnership to support its proposed estate transformation programme. This will be a national contract covering Rutherford Appleton Laboratory and The Cosener's House, Oxfordshire, Chilbolton Observatory, Stockbridge, Daresbury Laboratory, Warrington, The Royal Observatory, Edinburgh, and Boulby Underground Laboratory, Cleveland. STFC have identified an investment programme to address backlog maintenance, future growth and decarbonisation of its buildings and infrastructure. The programme is national, valued at approximately PS120m per year and is expected to span around 15 years. STFC is seeking to engage a single partner under a New Engineering Contract (NEC) to lead the programme, which will consist of multiple national projects running concurrently. The partner will be expected to provide programme, project, cost, and carbon management expertise while working collaboratively with STFC's internal estates leadership and teams. The exact contract strategy is expected to be finalised after the completion of this market engagement exercise. UKRI-STFC will be holding two Supplier Engagement Sessions at the Rutherford Appleton Laboratory site (OX11 0QX) on the following dates: Monday 17 March 2025 and Thursday 20 March 2025. The sessions will last no more than 3 hours and a maximum of two attendees from each supplier organisation to register for the sessions (start time to be approximately 10:00am on 17 March and 1:30pm on 20 March and will be confirmed). Suppliers will have the opportunity to confirm which Engagement Session they will be able to attend (the same information shall be presented on each day). To book onto the Supplier Engagement Session, please submit the names, email addresses, contact phone numbers, vehicle registrations and preferred date to attend to the following email address : STFCprocurement@ukri.org. Please confirm your attendance no later than 12pm (noon) on 7 March 2025. Please ensure you state our reference UKRI-4680 Programme Partner on the request to attend. You should bring photo ID with you to RAL otherwise you may not be allowed on site.
