## Summary

The Ministry of Defence, based in Bristol, has completed the awarding stage for the procurement process titled "CHC/654 Brightstar," which pertains to the repair, maintenance, and associated services related to aircraft and other equipment. This procurement falls under the services industry category and is specifically catered towards supporting the Brightstar illumination system used on UK military rotary wing platforms. The awarded contract encompasses a one-year repair agreement with an option to extend for an additional year. During this period, the contractor will manage replacement items, spares procurement, and the reworking of Chinook IR Modules while ensuring compliance with military packaging standards and relevant documentation requirements. The contract was signed on 10th February 2025.

This tender presents significant business growth opportunities for firms specialising in aircraft maintenance and repair, particularly those with capabilities in military platforms. The procurement is highly suited to businesses with prior experience and certifications necessary to work on sensitive and technically challenging defence equipment. Given the limited procurement method and technical restrictions, L.F.D Limited, the original equipment manufacturer, has been identified as the solitary supplier capable of meeting the Ministry of Defence's stringent requirements. This single-source contract underscores the critical nature of possessing unique technical knowledge and approved certifications in the defence sector.

It is considered that this Contract can be placed using the negotiated procedure without prior publication pursuant to Article 28(1)(e) of Directive 2009/81/EC of the European Parliament and of the Council Regulation 16(1)(a)(ii) of the EU Defence and security Public Contract Regulations 2011) for technical reasons.
