## Notice

The purpose of this Prior Information Notice is to notify the market of Places for London's intention to carry out early market engagement to assess the current market capabilities and appetite for the requirement. Places for London, Transport for London's property company, formally known as Transport Trading Limited Properties (TTLP) is currently preparing a procurement strategy for the procurement of a strategic partner for the renewal of infrastructure within Places for London's (Places) car park portfolio. Places' objective is to replace existing ageing infrastructure (lighting columns, lights heads and CCTV) with a range of solutions which will minimise; installation costs, operating costs, Carbon footprint (embodied and operational) along with the impact to customer parking provision and the associated revenue generated.

This Market Sounding Questionnaire (MSQ) aims to gather information from the market to help inform our procurement strategy and further develop our requirements, ensuring they align with existing technical solution along with emerging developments. The Car Park Portfolio currently consists of 75 station car parks distributed across greater London, including some beyond the M25. The existing infrastructure is reaching its life expectancy with components being superseded with new technology. The renewal of the infrastructure (lighting columns, light heads and CCTV) within Places for London's station car park portfolio to upgrade life expiring assets aims to significantly reduce operational costs and installation cost, as well as support Places' and Transport for London's objective to meet its Net Zero target by 2040, through minimising Carbon footprint of both installation and ongoing operations. The purpose of this Prior Information Notice (PIN) is to: i. provide advance notice that Places for London is considering to undertake a tendering exercise to set up a new contract; ii. understand the market interest in this procurement; iii. identify suppliers who would like to participate in the Market Sounding Questionnaire (MSQ) as part of our Early Market Engagement (EME) process to provide the works/ supplies outlined in this PIN notice. Interested suppliers should register their interest in this procurement by sending an email message by no later than 20 February 2025 to EleanorSpicer@tfl.gov.uk. Your Expressions of Interest email message should clearly state: * Subject Title: Places 00130 Car Parks - Asset Renewal Programme * Supplier name * Contact details The interested suppliers will then be sent a Market Sounding Questionnaire (MSQ) along with guidance notes. Responses should be submitted via email no later than 27 February 2025. Following an assessment of responses received from the MSQ, Places for London may hold further follow- up sessions with individual suppliers to gather their feedback. This will help us to finalise our procurement strategy. This PIN and the subsequent MSQ do not form part of a formal procurement process. Places for London is not liable for any costs, fees or expenses incurred by any party participating in any aspect of this EME exercise. Places for London cannot guarantee it will incorporate all or any feedback received into any subsequent procurement documentation. Places for London intends to publish any tender exercise in relation to this proposed sourcing activity using it's procurement portal - SAP Ariba.
