## Summary

Birmingham City Council has established a Flexible Contracting Agreement (FCA) for Externally Provided Day Opportunities under the Public Contracts Regulations 2015. This procurement process is focused on health services in the UKG31 region, with the primary aim to support individuals with various care and support needs during daytime activities. The procurement stage is complete, with contracts recently signed in early 2026. The procurement method applied was a selective, restricted procedure under the light-touch regime, ensuring inclusion of local suppliers in a competitive environment. Interested parties needed to complete submission by noon on 4th April 2025 for the initial selection.

This tender presents significant opportunities for SMEs specialising in health and social work services. Businesses that provide meaningful daytime activities and valuable respite care for unpaid carers will find beneficial growth prospects through this initiative, especially those based in and around Birmingham. Given the procurement preferences for local suppliers, firms with a focus on independence, skill development, and quality of service can thrive by establishing good practices and expanding through these flexible contracting arrangements in the dynamic demands of care services.
