## Summary

The procuring authority, Kent County Council, has completed the tender process titled "SC19017 VPRS Framework" within the social work and related services industry (CPV code: 85300000). This procurement aims at delivering government refugee resettlement schemes in Kent, which include the Syrian Vulnerable Persons Relocation Scheme (VPRS) and the Vulnerable Children’s Resettlement Scheme (VCRS), with the initiatives merging into the new UK Resettlement scheme from Spring 2020. The service covers resettlement and integration support for refugees in various districts of Kent. The awarded contracts, each valued at £317,699, were signed on 31st January 2025, and the services are set to run until 31st May 2025, with a recommissioned service commencing on 1st June 2025. This procurement was carried out through a limited procurement method to avoid service disruptions during re-procurement activities.

This tender presents significant business growth opportunities, particularly for organisations specialising in social work and refugee support services. Companies such as Clarion Housing Group, Rethink Mental Illness, and Migrant Help have been awarded contracts, reflecting the suitability of large-scale organisations experienced in managing and delivering complex social services. This procurement not only ensures continuity of service for vulnerable populations but also enables service providers to strengthen their position within the public sector services market by contributing to meaningful and impactful social programs. Businesses with expertise in health and social work services, especially those that can provide comprehensive integration support, are well-positioned to compete and succeed in such tenders.

## Notice

The opportunity concerns the delivery of the official Government refugee resettlement schemes in Kent. Currently these are the Syrian Vulnerable Persons Relocation Scheme (VPRS) and the Vulnerable Children's Resettlement Scheme (VCRS) but from Spring 2020 these (and the Government Gateway programme) are due to merge into the new UK Resettlement scheme. The service being commissioned is the resettlement and integration support for refugees relocating to Kent under these and any similar future scheme yet to be announced, both for existing families and new families from April 2020. The service will be expected to provide the above support for initially the first 3-years of each refugee's stay in the UK, with the potential for an extension of up to a further 2-years, depending on individual need and available funding.

### Procurement Information

By awarding the short term contracts, it mitigates any loss in the provision of service while the re-procurement is underway. In addition it will also enable ample mobilisation time for the winning bidder. The estimated total value of the proposed contract extension is PS317,699. The short term contract runs up to 31st May 2025. The recommissioned service will commence 01 June 2025.
