## Summary

Durham County Council is seeking multiple providers to deliver holiday activities with healthy food for children in receipt of benefits-related free school meals within County Durham. The procurement, categorised under education and training services, is in the active tender stage with the tender period ending on 5th March 2025. The project, funded by the Department for Education (DfE), will start from the Easter holidays 2025 and may extend to summer and Christmas school holidays. The procurement follows an open tender process under the Light Touch Regime, in accordance with the Public Contracts Regulation 2015. The tender includes various key components such as food provision, enrichment and physical activities, promoting healthy lifestyles, and safeguarding. The contract period is set between 12th April 2025 to 31st December 2025.

This tender presents significant business growth opportunities for providers specialising in educational, recreational, cultural, and sporting services. Businesses that can meet the DfE standards in areas such as food provision, enrichment activities, physical activities, health awareness, and family support are particularly well-suited to compete. Successful providers for the Easter holidays may have the chance to extend their contracts to cover the summer and Christmas school holiday periods, potentially generating long-term business partnerships with the council. Moreover, there is scope for additional funding sources to support activities for children not eligible for DfE funding, allowing providers to expand their services beyond the initial target demographic.

### Lot Information

Lot 1

This procurement is issued under an Open Tender process in line with Public Contracts Regulation 2015, under Regulation 74 of the Public Contracts Regulations 2015 for contracts for social and other specific services (Light Touch Regime). Additional information: Sessions do not need to be exclusively for children in receipt benefits-related Free School Meals. Alternative funding may be sourced by the organisation to fund children ineligible for DfE funding i.e parents/carers may be charged for sessions by the activity organisation. Providers will be asked to bid and submit a proposal for Easter Holidays 2025. Successful Providers' contracts, as delivered under the Easter 2025 holiday provision, maybe extended/varied to cover delivery in the Summer and Christmas school holiday period. At the sole discretion of the Council, providers will be identified and approached for Summer and subsequently Christmas delivery, this is likely to be dependent on successful achievement from Easter 2025 delivery under this contract and Commissioners professional judgement. If Successful Providers meet the threshold that the Commissioner deems as successful delivery, they will be emailed a proposal form for completion for the next school holiday period. The same evaluation criteria will be applied to the subsequent proposals. There is also a possibility that DCC may acquire funding from different sources that may be used for main school holidays, half term holidays or funding for participants to attend that are not in receipt of Benefits-related Free School Meals. Where this is the case successful providers will be updated regarding the scope of delivery.
