## Summary

The University of Bristol issued a procurement process titled "Non-Terrestrial Networks & Spectrum Monitoring & Testing" under the communications network industry category. Located in Bristol, UK, the procurement process advanced to the award stage, with contracts signed on 12 February 2025. This tender was conducted via a limited procurement method within the CCS Spark DPS framework, including lots related to Network Monitoring and Testing platforms. The awarded contracts, each with bespoke scopes, were given to Keysight Technologies UK Ltd, CRFS LTD, and National Instruments Corp. U.K. Ltd., with contract values ranging up to £3,000,000.

This procurement presents numerous opportunities for businesses specialising in communications networks and advanced testing mechanisms. Targeting research and development within network monitoring, spectrum analysis, and emulation for next-gen networks like 6G, suitable companies would include those with strong capabilities in AI-empowered solutions, traffic optimisation techniques, and energy-efficient networking. Firms that can provide sophisticated technology for emulating non-terrestrial networks and spectrum management would be particularly well-suited to leverage this tender for growth and innovation within this highly specialised sector.

## Notice

The University of Bristol JOINER project has a requirement for Network Monitoring and Testing platforms for use by researchers using the JOINER testbed. Contract's have been awarded via the CCS Spark DPS, as the highest ranked supplier after conducting a mini-competition. ### Lot Information

Non-Terrestrial Networks Monitoring & Testing

The key project objective for Lot 1 is the creation of a sophisticated emulation platform for facilitating the experiment of NTN systems and their integration with their terrestrial counterparts in future network systems like 6G. Representative examples of testing scopes may include, but are not limited to the following: Mobility management both within NTN and between NTN and terrestrial network (TN) components Spectrum management between NTN and TN networks Traffic steering and routing optimisation techniques Network function disaggregation options and service function chaining solutions Capabilities of hosting network and application functions by NTN components Energy efficiency in NTN systems AI-empowered end-to-end management and orchestration solutions has context menu

Options: Future expansion of capability and JOINER expansion. Extension of contract grant funded permitting.

Spectrum Monitoring Systems

The overall objective of Lots 2 is to create a national research infrastructure to allow researchers to analyse, emulate and enhance the compatibility of large-scale wireless systems which share spectrum in order to inform policymakers, regulators and users of the radio spectrum.

Options: Future expansion of capability and JOINER expansion. Extension of contract grant funded permitting.

Spectrum Emulation Systems

The overall objective of Lots 2 is to create a national research infrastructure to allow researchers to analyse, emulate and enhance the compatibility of large-scale wireless systems which share spectrum in order to inform policymakers, regulators and users of the radio spectrum.

Options: Future expansion of capability and JOINER expansion. Extension of contract grant funded permitting.
