This is an early market engagement notice issued by LHC Procurement Group (LHCPG) on behalf of the Scottish Procurement Alliance (SPA) This notice seeks to provide early notice of the market engagement and subsequent procurement activities LHCPG / SPA intend to carry out during 2025/26 in relation to the establishment of new frameworks. PLEASE SEE SECTION II2.4 FOR MORE DETAILS AND TIMESCALES FOR EACH PROJECT LISTED IN THIS SHORT DESCRIPTION SECTION. PLEASE SEE ADDITIONAL INFORMATION SECTION FOR THE LINK TO EXPRESS EARLY INTEREST IN ANY PROJECT LISTED. RENEWBLES DYNAMIC PURCHASING SYSTEM (DPS) This new DPS is for the provision of inspection, repair, and replacement of energy efficient measures and renewable technology installations. The Energy Efficiency and Renewable Technology DPS will run in conjunction with the Retrofit and Decarbonisation (N9) framework but will remain as an independent service. REPAIRS AND MAINTENANCE DYNAMIC PURCHASING SYSTEM (DPS) This is a new Dynamic Purchasing System and the proposed scope is for the provision of repair, disrepair, and maintenance works to building fabric, equipment, and the building environment. ROOFING SYSTEMS AND ASSOCIATED WORKS FRAMEWORK (RS5) The new Roofing Systems Framework (RS5) has procured in two phases, starting with the Manufacturer Framework (RS5M) for the supply of roofing materials, which has now been awarded. LHCPG will tendering for phase 2, Roofing Systems Contractor Framework (RS5C) for design and installation services . PUBLIC BUILDINGS CONSTRUCTION AND INFRASTRUCTURE FRAMEWORK (PB4) This framework is the successor to our popular Public Buildings and Infrastructure Framework (PB3) and will be for the construction of new buildings, extensions, and refurbishment of public and social buildings and infrastructure works. SUPPLY AND INSTALLATION OF WINDOWS AND DOORS FRAMEWORK (WD3) This framework will be designed to support clients with the design, supply and installation of windows, residential doors, communal doors, entrance doors and associated products and for all types of public sector refurbishment and new build projects. K8 - KITCHENS LHCPG will be seeking expressions of interest from Kitchen manufacturers to bid for the replacement of our current and popular Kitchen and Associated Products Framework.

This pipeline opportunity has been listed by LHC Procurement Group (LHCPG) on behalf of the SConsortium Procurement Construction (CPC), Midlands, London and South East (LHC) and South West Procurement Alliance (SWPA) This is an early market engagement notice issued which seeks to provide advanced notice of early market engagement and subsequent procurement activities LHC intend to carry out during 2025 in relation to the establishment of new frameworks: RENEWBLES DYNAMIC PURCHASING SYSTEM (DPS) This new DPS is for the provision of inspection, repair, and replacement of energy efficient measures and renewable technology installations. The framework will consist of the following workstreams: Workstream 1 - Heating and ventilation - Commercial and Communal Heating systems - District Heating / network heating - Building Ventilation (HVAC) (domestic and commercial) - Air Source Heat Pumps (ASHP) (domestic and commercial) - Ground Source Heat Pumps (GSHP) (domestic and commercial) Workstream 2 - Electrical energy systems - Solar PV (domestic and commercial) - Battery Storage (domestic and commercial) - Electric Vehicle Charging (domestic and commercial) It is planned that the tender will be released for bid applications in mid-February 2025. REPAIRS AND MAINTENANCE DYNAMIC PURCHASING SYSTEM (DPS) This is a new Dynamic Purchasing System and the proposed scope is for the provision of repair, disrepair, and maintenance works to building fabric, equipment, and the building environment. The scope of the DPS will be split across three workstream, however, the scope of works may be expanded over the duration of the DPS: Workstream 1 - Building envelope, structure, internal environment, and openings - Roofing - External works and structure - Internal repairs (including damp and mould) Workstream 2 - M&E and associated plant and services - Plumbing and water quality - Heating, and cooling, ventilation controls and internal environment - Electrical systems - Lifts & lifting equipment - Detection systems Workstream 3 - Environmental and Infestation - Environmental safety, and property protection - Infestation, rodents, and vermin - Drainage (Foul water, surface water, flooding, and water attenuation) ROOFING SYSTEMS AND ASSOCIATED WORKS - CONTRACTORS (RS5C) The new Roofing Systems Framework (RS5) has procured in two phases, starting with the Manufacturer Framework (RS5M) for the supply of roofing materials, which has now been awarded. The tender is soon to be published for the Roofing Systems Contractor Framework (RS5C) for design and installation services.
