## Summary

Historic Environment Scotland (HES) has completed the procurement process for the supply of six automated digitisation workstations, designed to be used by the National Collection of Aerial Photography (NCAP). The contracting authority, located in Edinburgh (UKM75), operates within the Laboratory, optical and precision equipments industry category. The procurement process began as a tender and has now reached the award stage. Key dates include the award dates of 14 February 2025 and 13 March 2025, with contracts valued at £190,000 and £198,000, respectively, signed with Hartech Automation Limited, the sole supplier.

This procurement offers promising opportunities for businesses specialising in the development and supply of advanced digitisation equipment. The contract has been awarded to Hartech Automation Limited, due to their successful development of a prototype workstation tailored for automated digitisation of pre-1970s aerial film, highlighting potential for unique niche market solutions. Small and medium enterprises (SMEs) in the precision equipment industry, particularly those focusing on bespoke technology solutions, could greatly benefit from similar future opportunities provided by HES, enhancing their growth potential through innovative projects requiring specialised technical solutions.

## Notice

This Voluntary Ex-Ante Transparency (VEAT) Notice relates to the intended procurement of six automated digitisation workstations

### Lot Information

Lot 1

Historic Environment Scotland (HES) intends to award this contract under the conditions of regulation 33.4.b(ii) of the Public Contracts (Scotland) regulations. The contract will be for the supply of six automated digitisation workstations, to be used by the National Collection of Aerial Photography (NCAP), following the successful development of a prototype for the automated digitisation of pre-1970s aerial film

Options: The Contracting Authority reserves the right to request additional deliveries by the Successful Tenderer, either intended as partial replacement of supplies or installations or as extensions of existing supplies and installations. The Contracting Authority may at it's sole discretion exercise this option.

### Procurement Information

HES intends to award to the Supplier on the basis that competition is absent for technical reasons. On the basis no scanning workstations are available in the marketplace for the automated digitisation of pre-1970s aerial film, a procurement exercise was undertaken by Historic Environment Scotland in 2024 for the development of a prototype bespoke solution. This procurement exercise was undertaken using the Public Contracts Scotland 'Quick Quotes' Portal (Reference - 747743), which resulted in a contract being awarded to the Supplier. In January 2025 the prototype workstation successfully passed acceptance testing by the NCAP team. The supply of the workstations can therefore only be provided by the supplier.
